Dear Mayle,

I am enclosing copies of Washington telegrams Nos. 3023, 3450 and 3670, Foreign Office telegrams Nos. 4887 and 5311 and Shanghai telegram No. 259 which are self-explanatory.

I do not understand why the Hong Kong authorities should have sent Mrs. Scott, who presumably has no official status, to negotiate for relief supplies from U.N.R.R.A. As you will appreciate, the proper course will be for the Hong Kong Government to apply for U.N.R.R.A. assistance through your Department.

This is, however, primarily a matter for the Colonial Office, and I shall therefore be grateful for your views on the reply which we should send to Washington telegram No. 3450.
